Definition:
Under general direction, to independently perform confidential, highly complex, paraprofessional work of a technical, administrative, and analytical nature, related to Human Resources; to exercise Human Resources related expertise and/or job knowledge; to perform related duties as assigned.
Distinguishing Characteristics:
The Senior Human Resources Analyst is distinguished from the Human Resources Analyst class by the complexity and difficulty of the tasks assigned, the higher level of independence required, and the addition of the responsibility to make recommendations regarding changes in policies, procedures, or administration based on analysis, research, and experience.
Job Description
Coordinate, administer and assist with a variety of human resources related functions such as benefits, recruitment, workers’ compensation, employee safety and wellness, training and development, classification and compensation, labor negotiations, grievance resolution, and risk management;
Understand, interpret and apply memoranda of understanding, pay and benefits resolutions, Federal and State laws and regulations, professional and contractual service agreements, and City policies and procedures as they relate to personnel and/or human resources administration;
Coordinate annual employee evaluation program;
Counsel and advise employees and the public on matters related to human resources;
Perform research and provide analysis in order to assist with labor negotiations and employee relations matters; conduct job analysis and develop new or revised classifications specifications;
Confidentially maintain personnel records and information related to employee relations and other human resources issues;
Conduct and analyze various compensation, classification and benefit studies and surveys;
Respond to employee and public requests for information and service;
Prepare draft and final routine reports, correspondence, and meeting minutes; attend and/or act as staff liaison to various committees and/or professional associations; Process documents related to routine personnel procedures;
Recommend, formulate, draft and implement human resources policies, procedures and labor agreements, and revisions thereof;
Analyze and summarize documents and reports;
Assist with department budget analysis, preparation and administration;
Establish and maintain files in accordance with state and federal law and City retention guidelines;
May assist with various risk management responsibilities including facilitation of the City’s insurance and self-insurance programs, contractual risk transfer and indemnification, liability investigation, and loss prevention;
Make recommendations regarding human resources administration based on analysis, research, and experience;
Build and maintain positive working relationship with other City employees and the public using excellent customer services skills;
May occasionally supervise others;
And perform related duties as assigned.
Qualifications
Desired Qualifications:
Knowledge of: Applicable human resources laws and regulations; principles and practices of personnel organization and management; basic policies, procedures, and organization practices of government agencies; research and statistical methods; modern office practices, procedures, equipment and techniques, including computerized word processing and spreadsheet applications; and correct English usage, spelling, grammar, and punctuation.
Ability to: Perform highly complex administrative work independently; communicate clearly and concisely, both orally and in writing; understand, interpret and apply memoranda of understanding, pay and benefits resolutions, Federal and State laws and regulations, professional and contractual service agreements, and City policies and procedures as they relate to personnel and/or human resources administration; make recommendations regarding human resources policies and procedures; type accurately at a minimum speed of 45 words per minute; operate personal computers utilizing a variety of software including word processing, database, and spreadsheet applications; collect, compile, analyze and interpret statistical data; establish and maintain effective and cooperative working relationships with employees and the public; prepare correspondence, reports, and minutes; and protect and maintain extreme confidentiality and employee privacy.
Experience: Five years of human resources experience, with at least two years performing duties similar to those assigned to the Human Resources Analyst. Public sector experience is preferred.
Education: A Bachelor’s Degree from an accredited college with a major course of study in Human Resources or Public Administration, or a related field. An Associate’s Degree and extensive human resources experience may be substituted for the required education.
Additional Requirement: Possession of a valid California Driver License.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee is occasionally required to walk; use hands to manipulate objects, tools, or other controls; and reach with hands and arms.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, peripheral vision, depth perception, color perception, and the ability to adjust focus.
Work Environment:
The noise level in the work environment is usually moderately quiet.
