Job Description
This position works under the general direction of the Communications Director. Assists the Communication Director with marketing, branding, advertising, activities, and operations. This position will be focused towards effective communications and marketing of the Center of Recreational Excellence (CORE) and promotional activities at Rockwind Community Links. The Marketing Coordinator assists the Communication Director to develop an overall vision and strategic plan for the marketing of all City related activities/events.
Essential Duties
ESSENTIAL DUTIES
- Responsible for coordinating and updating all interior and exterior digital signage and ongoing advertising at the CORE and Rockwind.
- Responsible for publishing “The Guide”, a magazine printed multiple times a year, listing all recreational activities, classes, hours, policies, etc., and any other information to be included from other City of Hobbs Departments.
- Works in a fast-paced environment, at times under tight deadlines.
- Provides strategic resources in marketing, advertising and branding of all City facilities and functions.
- Ensures that allocated resources are used to their maximum effectiveness. Identifies ways to reduce costs and increase efficiency.
- Assists with overall marketing, action plans and timelines including, website management, print materials, promotional items, web/visual and digital/social media. Includes evaluation and assessment of marketing efforts and new marketing campaigns.
- Develops external relationships with regional government agencies, nonprofits, and private entities.
- Assists the Communications Director with duties consistent with that of a Public Information Officer. Specifically, writing and editing press releases and public service announcements to provide to media outlets when necessary.
- May represent the Communications Director in their absence and has the ability to handle high level responsibilities.
- Normal hours of position are Monday through Thursday 8 am to 6 pm and Friday 8 am until noon, however, there will be instances when weekends and evening work are required.
NON-ESSENTIAL DUTIES
May serve on various employee committees, as required and assigned.

Minimum Qualifications
Education and Experience:
- Bachelor’s degree in Marketing, Advertising, Public Relations, or a related field required.
- Previous publishing experience of magazines/brochures and branding highly preferred.
- Minimum of one (1) year of Sales, Advertising, Marketing, Creative Design, Publishing, Fund Development or related experience required.
- Proven working experience in digital marketing.
- Demonstrable experience leading and managing SEO/SEM, marketing database, email, social media and/or display advertising campaigns.
- Highly creative with experience in identifying target audiences and devising digital campaigns that engage, inform, and motivate.
- Equivalent combination of education and experience may be considered on a year to year basis.
Skills, Knowledge and Abilities:
- App-aided design software.
- Proficiency in Adobe software programs, including but not limited to Photoshop, Illustrator, and InDesign; as well as Microsoft software programs, including but not limited to Word, Excel, and Publisher.
- Extremely strong computer skills.
- Implements marketing and advertising campaigns; prepares marketing and advertising strategies; plans and organizes promotional presentations.
- Prepares marketing reports by collecting, analyzing, and summarizing data.
- Must have excellent organization and multi-tasking skills.
- Must be able to communicate effectively both verbally and in writing.
- Excellent attention to detail.
- Maintain a positive work environment through effective communication with all City departments. Responsive to internal and external customer needs.
- Thorough understanding of graphic design and digital production, including video production.
- Financial comprehension, including the ability to responsibly maintain budgets.
- Maintain strong, positive relationships with external contacts to promote facilities, attract sponsorship opportunities, and partner to coordinate events.
LICENSING AND CERTIFICATIONS
Valid state issued driver’s license.

The noise level while in the office environment is usually moderately quite but while working in the facility and at events, the noise level could be moderately noisy.
- The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
- Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
- Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
- CDL pay – $6,000 per year (if applicable).
- PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
- Bilingual Pay – $1,500 dollar incentive per year upon completion of yearly proficiency test.
- Education Incentive – ($1,000, $4,000, $6,000 dollars – Associates, Bachelor’s, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
- Longevity Pay – Begins at the completion of 10 years of service. Gradually increased.
- Retention Incentive – $600 incentive yearly with years 1-9 of completed service
- 13 Paid Holidays.
- Bereavement Leave – 5 days per calendar year per personnel rules guidelines.
- Military Leave – (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
